Gregory D. Griego

Gregory D. Griego was initially appointed a Workers' Compensation Judge in 1986. He was reappointed in 1987, 1992, 1997, 2002 and 2007.

Judge Griego is a native of New Mexico. He is a graduate of Harvard University, B.A., cum laude, 1978, and of Harvard Law School, J.D., 1981. While at Harvard Law School, he served as the Comments Co-Editor of the Harvard Civil Rights Civil Liberties Law Review.

Prior to his service with the Workers' Compensation Administration, Judge Griego was in private legal practice. Judge Griego has served as a faculty member of the National Judicial College, and as an adjunct faculty member of the University of New Mexico School of Law.

Terry Kramer

Terry Kramer has served the Workers' Compensation Administration since 1993. He was appointed Judge in April, 2001 following eight years as a mediator. Judge Kramer has an extensive background in workers' compensation. Prior to joining the Workers' Compensation Administration, Judge Kramer was an associate with Modrall, Sperling, Roehl, Harris and Sisk, P.A. from 1985 to 1990 where he specialized in insurance defense including the defense of workers' compensation claims. From 1990 to 1993, Judge Kramer was an associate with the Libit Law Firm representing plaintiffs in personal injury and workers' compensation claims.

While in private practice, Judge Kramer tried workers' compensation claims before the Workers' Compensation Administration and in state district court prior to the formation of the Workers' Compensation Administration in 1986.

Judge Kramer received his undergraduate degree from the University of Wisconsin-Green Bay in 1976 and his law degree from the University of Wisconsin in 1985.

Victor Lopez

Judge Victor Lopez Secretary: Cyrette Edmon - 505-841-6014

Victor S. Lopez is a graduate of U.C. Berkeley, A.B., 1980, and of U.C.L.A. School of Law, J.D., 1983. While at U.C.L.A., Judge Lopez served as an editor of the U.C.L.A. Law Review, the Federal Communications Law Review and the Chicano Law Review.

Judge Lopez is married to Antoinette Sedillo Lopez, a UNM Law Professor and Associate Dean. They have three children: Victor F., Graciela and Evalina.

Prior to his service with the Workers' Compensation Administration, early in his career Judge Lopez clerked for two Court of Appeals judges. He also served with the New Mexico Attorney General's Office, Paul Bardacke, and the Albuquerque City Attorney's Office.

Judge Lopez has also served as a hearing committee chair on behalf of the Supreme Court on various disciplinary proceedings, and as a volunteer helping the homeless with Christian Legal Aid. He has otherwise engaged in a private law practice focusing on Workers' Compensation and personal injury law. When not practicing law or judging, Lopez volunteers with various arts boards, including the Albuquerque Museum Foundation and the Arts Alliance.

Shanon Riley

Judge Riley has been practicing law in New Mexico for the last 10 years and brings a great amount of courtroom experience to her new position.

Ms. Riley has been serving as Assistant District Attorney in the 1st Judicial Court District in Santa Fe and spent three years as the General Counsel for the Department of Military Affairs. Previous to that she was an analyst for the House Judiciary Committee, an Associate Attorney for the Albuquerque Law Firm of Sheehan, Sheehan & Stelzner, P.A., and Associate Trial Attorney for the Second Judicial District Attorney's Office. She earned her Bachelor of Arts Degree in Criminal Justice in 1993 from the University of New Mexico, and received her Juris Doctorate Degree from the University of New Mexico, School of Law in 2001.

David Skinner

Judge David Skinner Secretary: Cyrette Edmon - 505-841-6014

Mr. Skinner has practiced in the area of New Mexico workers' compensation law for more than 25 years. Since 1993 he has been a recognized specialist in workers' compensation law by the New Mexico Board of Legal Specialization.

Judge Skinner has taught New Mexico workers' compensation law at numerous, accredited Continuing Legal Education seminars. He graduated from Mesa State College, Grand Junction, Co. in 1981 with a Bachelor of Science degree in Agronomy, the science and technology of producing and using plants for food, fuel, feed, fiber, and reclamation; and received his Juris Doctorate Degree from the University of New Mexico, School of Law in 1987.
